Dr. Rosenbaum is a board-certified anesthesiologist and Professor of Anesthesiology at UAMS. She currently serves as a Chief Clinical Transformation Officer (CCTO) of UAMS Health and is a member of the UAMS Health executive team. Dr. Rosenbaum continues to serve as an Associate Chief Clinical Officer for Patient Safety and as a clinical anesthesiologist. As CCTO, she is responsible for driving care model redesign strategies for UAMS Health, encompassing all aspects of clinical quality, patient safety, clinical effectiveness, and efficiency. She develops strategic initiatives to support clinical excellence, expansion of the clinical footprint and enhance the population health of the state. In addition, she leads organization-wide initiatives to achieve the safest, highest quality, and most cost-efficient levels of patient care.

After graduating high school, Dr. Rosenbaum earned her Bachelor of Science in Chemistry from the North Georgia College and State University in Dahlonega, GA with magna cum laude distinction. She went on to pursue her lifelong goal of becoming a physician when she began her education at the Emory University School of Medicine. She joined UAMS in 2006 to complete two years of general surgery residency training in addition to full-residency training in Anesthesiology. Dr. Rosenbaum then joined the UAMS faculty in 2011 and has been active as a clinician, teacher, mentor, and hospital executive leader. She received her medical degree from the Emory University School of Medicine and recently her MBA from Johns Hopkins University Carey Business School. Dr. Rosenbaum chose to pursue the MBA because she values the importance of strong physician leadership. In addition, the experience of the pandemic has shown her that matters of economics, supply chain, finance, leadership skills, health policy, and analytics have a tangible impact on the optimal delivery of healthcare.

Dr. Rosenbaum enjoys teaching medical students and resident physicians, doing this not only in the lecture hall but through the development of a hands-on residency curriculum within the Department of Anesthesiology. Her academic interests include clinical and research practice in trauma medicine, transfusion medicine, and regional anesthesia. Her interests in patient safety, transformation in the delivery of care, changed management, and implementation science has provided her with a diverse administrative portfolio. Among projects in her portfolio, Dr. Rosenbaum has led successful initiatives including an on-target High-Reliability Training Behaviors for Error Prevention and an organization-wide Tiered Safety Huddle structure changing the course of how serious safety events and daily operational concerns are escalated to the executive leadership level. Dr. Rosenbaum has led cultural change at UAMS by weaving the culture of safety and fair and just culture into our organization’s DNA. She also combats hospital-acquired infections, being the first at UAMS to successfully enforce mandatory hand hygiene practices based on a novel employee
accountability process she developed. Dr. Rosenbaum has experience restructuring institutional departments, most recently by leading the complete restructure of the Department of Patient Safety, Relations, and Clinical Risk. This has resulted in more effective management of patient safety concerns across the organization.

Outside the operating room and hospital activities, Dr. Rosenbaum enjoys spending time with her husband, Dr. Eric Rosenbaum, M.D., M.P.H., who serves as an Associate Professor of Pathology at UAMS. They met while at Emory University School of Medicine and now continue their careers as 16-year Arkansans dedicated to the health of our state and missions around the world.
